ECOWAS Commission Frowns At Disrespect Of Community Court Decisions By Members


Marcel De Souza called on Nigeria to maintain its support for the commission and to pay its community contribution for 2017 and 2018. De Souza, however, advised his successor to deepen relations with Buhari and Nigeria in general to enable him to succeed in the new mission. He said the commission had made remarkable achievements during its term, including holding elections in some member countries. The countries, he said, included Ghana, Gambia, Liberia, the Republic of Benin and Niger. He said the commission still had its strength in The Gambia to ensure peace and stability in the country. He called on the incumbent to support the achievement recorded in the commission. The outgoing vice-chair of the commission, Edward Singhatey, said the commission needed to be reformed. Mr. Singhatey said he had championed the reform of the institution since taking office and that the commission needed to be cleaned up. He therefore called on the new leadership to continue the reform process begun by the former leaders. Singhatey said the commission must move away from core travel programs to focus more on results and those that will have a tangible impact on the region. He urged the committee to invest its resources in projects and programs that would have a positive impact on the lives of citizens of the Member States.


The outgoing President of the ECOWAS Commission, Marcel De Souza, deplored the lack of respect for the Community's judicial decisions by member states. De Souza on Thursday expressed dissatisfaction with the ECOWAS Commission in Abuja when he handed over the new president of the commission, Jean-Claude Brou. He stated that his administration was working under very strict conditions because of insufficient funding and irregular payment of taxes by member states. However, he advised the new leaders to take seriously the issue of non-compliance with the decision of the ECOWAS Court.
“There is also non-respect for the decision of the Court of Justice; we have a Court of Justice, but its decisions are not applied.
“We want to see a situation where the decisions of the Court of Justice are enforced,” he said.
The former president thanked Nigeria and President Muhammadu Buhari for all the financial and other supports given to the commission.
“Nigeria has never contributed so much: In 2016 Nigeria contributed 54 million dollars and that covers the community levy for 2015.
“In 2017, Nigeria again disbursed 51 million dollars which covers the community levy for 2016,” he said.

“It will be nice to see ECOWAS investing more in programmes such as education, health, security and infrastructures that our people would begin to feel proud to be members of ECOWAS,” Mr. Singhatey said.
