Kagame’s Female Opponent Facing Forgery And Tax Evasion Charges

Rwandan police said on Wednesday they were investigating Diane Shima Rwigara, a critic of President Paul Kagame, who can not challenge him in this month's elections for tax evasion and counterfeiting. Officers searched the Rwigara family's home in the capital Kigali, police spokeswoman Theos Badege said, dismissing reports that she had been arrested. Rwigara, a 35-year-old accountant, has repeatedly accused Kagame of disputing the discord and criticized the almost total control of his Rwandan Patriotic Front over power. Election officials barred him from being in the August presidential vote, saying he had not submitted enough signatures from his supporters and that some of the names he sent belonged to dead people, allegations he denied. The US State Department and the European Union criticized the decision to disqualify it from voting, which Kagame won 98.8 percent. Police said Wednesday that they had sought Rwigara's house after receiving documents from the electoral commission, without going into more detail. Rwigara's phones and three family members were turned off on Wednesday when Reuters called them. No one responded when a Reuters reporter knocked on the door of the house. The police spokesman said the allegations of tax evasion were being investigated jointly with the Rwanda Revenue Authority. The commission's general commissioner, Richard Tusabe, said the tobacco company in the Rwigara family had not paid taxes "for a period of five years." No one in the family was immediately available for comment. Kagame has won international praise for presiding over a peaceful and rapid economic recovery in Rwanda since the 1994 genocide, when an estimated 800,000 Tutsi and moderate Hutus were killed. But it has also faced growing criticism of what human rights groups say is widespread abuses, a gagging of independent media, and suppression of political opposition.
