European Union Hasten Social Media Companies On Removal Of Online Hate Speech

New EU statistics show that social media companies Facebook, Twitter and Google on YouTube have accelerated online hate speech cuts, examining more than two-thirds of complaints within 24 hours. The EU has increased pressure on social media companies to redouble their efforts to combat the proliferation of extremist content and hate speech on their platforms, even threatening to legislate. Microsoft, Twitter, Facebook and YouTube signed a code of conduct with the EU in May 2016 to review most complaints within 24 hours and Instagram will also sign the code, the European Commission said. Companies were able to investigate complaints within one day in 81% of cases, according to EU figures released on Friday, compared with 51% in May 2017 when the Commission monitored compliance with the code of conduct. On average, companies removed 70% of reported content, compared to 59.2% in May 2017. EU Justice Commissioner Vera Jourova said she did not want a 100% elimination rate, as this could hinder freedom of expression. She also stated that she was not in favor of legislating as Germany did. A law providing for fines of up to 50 million euros ($ 61.4 million) for social media companies that do not suppress hate speech fast enough has come into force in Germany this year. Jourova said the results released on Friday made it less likely that she would press for legislation to remove illegal hate speech. Facebook examined complaints in less than 24 hours in 89.3% of cases, YouTube in 62.7% of cases and Twitter in 80.2% of cases. Of the hate speeches reported to businesses, nearly half were found on Facebook, figures show, while 24% were on YouTube and 26% on Twitter.
